Scott has over 30 years’ experience in the construction and property sector in New Zealand, Australia and the UK. Having worked as a structural engineer for 20 years, Scott moved into building surveying in 2009 and for 6 years led the NZ technical property team at KPMG Auckland, before setting up Cedar Tree Building Consultants Ltd with David Robinson in 2020.

Scott has used his engineering and building surveying experience to assist numerous clients with acquisition/vendor technical due diligences, building condition assessments, project management/monitoring engagements and capex/R&M forecasts.

Scott has engaged with numerous international and domestic property investment trusts, property groups and private investors for properties across all building classes including commercial, industrial, retail, hospitality education, aged care and hospitality. Scott has acted as an expert witness.

David Robinson

David has over 15 years’ experience in the property sector in both the UK and New Zealand. For 4 years David led the building surveying team at RDW Ltd Auckland, before setting up Cedar Tree with Scott Marshall in 2020.

David is a RICS Chartered Building Surveyor and has provided services to various NZ institutional property owners and corporate occupiers.

David has extensive experience across a wide range of property services including planned maintenance surveys, property condition reports, technical due diligence surveys, dilapidations (make good) reporting, dilapidation negotiations, specification preparation, insurance reinstatement cost assessments and contract administration.

David has a deep understanding of the NZ building industry, how buildings are constructed, the legislative environment surrounding NZ building design and construction, building pathology and how to identify and remediate building defects.

Neil Rhodes, Director

Neil has over 25 years’ experience in the commercial and residential property sectors. Whilst he is a Chartered Building Surveyor Neil specialises in project management and has successfully led numerous high‐profile projects in New Zealand. 

Based in London until 2015, Neil worked for commercial clients across the UK and Europe where he was a Director at a leading London-based multi‐disciplinary practice. In 2015 Neil moved with his family to New Zealand. 

He has successfully delivered various commercial projects in Auckland including notable large-scale refurbishments, new builds and fit-out projects. In June 2021 Neil joined Cedar Tree as a Director. He has built the firm’s expertise in project management, project risk management, cost planning and benchmarking, to complement the already thriving building consultancy team. 

Neil enjoys project managing at all levels from major commercial schemes for developers and blue‐chip corporate occupiers, to intricate projects for smaller organisations. 

Neil is client‐focussed, with a thorough understanding of value and key project targets. He is detailed, risk averse and has an in‐depth knowledge of the elements required to ensure a successful project delivery. Neil also acts as a professional assessor for the RICS (Project Management).

James Douglas
Director

James has over 17 years experience in the construction industry in NZ and the UK. Since 2014 James has worked in New Zealand in Quantity Surveying and Project Management professional practice consultancies providing client facing services, and as a contractor’s Quantity Surveyor.

James enjoys working on complex projects with multiple deliverables. He takes pride in working to distil information to provide reliable, accurate forecasting and reporting, and working to ensure projects succeed for all stakeholders. He works to integrate IT solutions to increase reliability and transparency where possible.

Before returning to New Zealand to start a family James qualified as a Quantity Surveyor and became chartered in the UK. His career in the UK progressed from running industrial abseiling jobs, as a contractor’s Quantity Surveyor, and working in professional practice. James brings his hands on experience having delivered projects “on the tools” to provide practical solutions to project challenges.

James joined Cedar Tree in 2022 to work alongside their Project Management team and to lead and develop their Quantity Surveying arm.

James believes in values-based business and giving back to the community and is an RICS Lionheart representative. James has worked as a lecturer at Massey University and is an assessor and chair for the RICS.
